METHODOLOGY
This consultancy will start by a desk review of all relevant documents, including a full and comprehensive revision and understanding of the current CBE system, as well as general frameworks of Education 2.0 and the grade level ones.
Orientation meetings with the MoETE and stakeholders on identification of the current situation of the CBE model(s).
Design workshops targeting relevant officials from the MoETE, relevant government institutions, civil society, and stakeholders to develop the new framework of the CBE model.
Online support and revision of the different drafts of the framework through the development process.
ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE
Key activities will include the below:
Objective 1-2: Develop a framework for the new CBE model; particularly in the areas of access, quality, governance, partnerships, and sustainability.
Activities:
Review the Egyptian CBE system in terms of evolvement, structure, governance, targeting, outcomes, and scalability.
Consolidate examples of effective CBE models and similar models, from other developing countries (preferably the MENA region), such as Accelerated Learning Programmes/ALP and Second-Chance Education/SCE, that could be tailored to the Egyptian context.
Hold orientation meetings with MoETE, its specialized centers, civil society, and stakeholders from national, subnational and community levels, to discuss and analyse the on-the-ground situation of CBE; including governance, partnerships, challenges, and opportunities. The meetings will also serve in providing an overview of the international development of sustainable CBE models; and Accelerated Learning Programmes/ALP and Second-Chance Education/SCE with a particular focus on developing countries in the MENA region.
Hold consultative workshops with the MoETE, its specialized centers, civil society, and stakeholders for the development of an effective, sustainable and scalable CBE model framework that meets the needs of out-of-school children.
Review and provide feedback on the different drafts throughout the framework development.

QUALIFICATIONS, SPECIALIZED EXPERIENCE AND ADDITIONAL COMPETENCIES
Advanced degree (masters) in education, development or related fields.
Minimum of 10 years professional experience in development of CBE, ALP/SCE models, with particular focus on developing countries, and especially in the MENA region.
Minimum of 10 years professional experience in development of competencies framework for CBE workforce.
Experience in working with government institutions.
Previous experience leading a similar development process in the MENA region is an asset.
CONDITIONS OF WORK
No logistical preparation is needed from UNICEF’s part. The contracted individuals should be responsible for all logistical preparations including travel and transportation. UNICEF will provide office space for consultative meetings when needed.
